Archive and Copy
Archive a waiver and create a new active copy of it. Use this to change the name or text of a waiver that already has signatures. When `apply_signatures` is true, existing signatures are copied to the new waiver asynchronously and the response includes a job to poll (HTTP 202); otherwise the copy completes synchronously (HTTP 201).
